Of course the ideal thing would be to have the mower with you but I know that is not always possible. It could be a number of things so just trying to replace everything it 'could be' I would suggest you go (if possible) to your local auto parts store and discuss this problem with a knowledgeable person (you might have to try more than one store) as they are used to dealing with small engine problems and they can test your battery if necessary (you may not be recharging it fully) if you take the battery with you. It looks like you have already replaced your battery so there must be something that is draining your battery and is causing this crying/whining noise.
